How Georgia vehicle import tax works

Georgia is one of the cheapest countries in the region to import a car into, largely because VAT is not charged on private imports of passenger cars. Almost the entire bill comes from one charge: the excise tax.
Excise tax — the dominant charge
Excise is charged per cubic centimeterof engine volume: engine size (cm³) × a per-cm³ rate in lari × a fuel coefficient. The per-cm³ rate is banded by the car’s age — it dips for mid-age cars and rises steeply for old ones, which is why 6–8-year-old cars dominate Georgian imports:

The fuel coefficient then scales the whole line: hybrids pay roughly half the rate, and fully electric vehicles are exempt from excise entirely — the line simply disappears from the breakdown.
Import duty — usually zero
Passenger cars carry a 0% import duty rate, so this line shows 0.00 for nearly every estimate on this page. Other vehicle categories can attract a non-zero rate, which is why the line stays visible in the breakdown rather than being hidden.
Customs service fee — flat, banded by value
Clearance itself costs a flat fee that steps with the declared value: 150 GEL up to 3,000 GEL, 200 GEL up to 15,000 GEL, and 300 GEL above that. For an electric car this fee is typically the only charge left.
